Foreword - Society of Construction Law Singapore (SCL Singapore)

Greetings from the Society of Construction Law Singapore (SCL Singapore)!

It is my distinct pleasure to pen this message for the Singapore Builders Directory. This is also an opportune time for reflection, gratitude and optimism.

The construction industry has witnessed significant transformations driven by technological advancements, regulatory changes, heightened focus on sustainability and more recently, the industry has been encouraged to embrace collaborative contracting. To widen its adoption, the Building and Construction Authority (BCA) announced the launch of NEC4 contract for construction and engineering projects in Singapore in April 2024.

Within this dynamic industry landscape, SCL Singapore has always played and will continue to play a pivotal role.  Established in 2002, the objects of SCL Singapore are entrenched in its Constitution and remains largely the same today. Chief among these are the promotion of education, study and research in the field of construction law. These have been pursued by the commendable leadership of SCL Singapore and other dedicated volunteers who served tirelessly as Committee members.  For those of you interested in listening to our past Chairmen (such as Justice Philip Jeyaretnam, Judicial Commissioner Alex Wong,Chow Kok Fong and Mohan Pillay) share on the journey, challenges and impact of SCL Singapore on their watch, you may find our webinar “SCL Singapore - A 20 Year Journey and Beyond: Strategic Leadership Dialogue with SCL Singapore Past Chairs (4 August 2022)” of interest. Simply reach out to our Secretariat at secretariat@scl.org.sg for the link to view the recording for free.

SCL Singapore runs a calendar of Continuous Professional Development (CPD) events often featuring the leading lights from the profession. Our core programs which include the bi-monthly newsletters lie very much at the heart of what we do, which is to address the topical issues in construction law and practice. Both the annual case law update and annual construction law conference continue to be our flagship events. Last year construction law conference in collaboration with the International Statutory Adjudication Forum chaired by Chow Kok Fong generated good level of interest from the community.

Today, the Society commands a leadership position in strategic thinking and continuing education for matters concerning construction law and practice. Our key council members are represented on the Supreme Court of Singapore User’s Committee for Building and Construction Matters and Singapore International Commercial Court (SICC) Users Council. As part of our continuing efforts to establish new links and ties, we are currently in collaboration with the Singapore Mediation Centre (SMC) and Singapore International Mediation Centre (SIMC) to expand our professional development program offerings.

While we continue to strive and flourish with new energy and fresh ideas, we hope to see the larger construction community becoming part of the SCL Singapore family. We encourage those of you who are not SCL Singapore members to join us and we look forward to receiving your warm support.

The Singapore Builders Directory serves as a good reference portal for the construction sector. The Editorial Section offers valuable insights and covers the challenges and opportunities within our field. Our collective efforts in sharing knowledge and best practices are what drive our profession forward.

Together, we will navigate the complexities of our evolving landscape, shape and build a future that is prosperous and sustainable for generations to come.

Warm regards,
Moon Kua

Foreword - Singapore Timber Association (STA)

The outlook for the timber industry in Singapore is marked by a growing emphasis on sustainability and the adoption of eco-friendly practices. Timber, being a renewable and versatile material, is integral to the future of sustainable construction. As the industry moves towards greener building solutions, the demand for responsibly sourced and certified timber products continues to rise. Innovations in timber technology, such as engineered wood products and advanced manufacturing techniques, are also paving the way for new applications and efficiencies in green construction which opened new avenues for growth.

However, this period of opportunity is not without its challenges. The timber industry faces issues such as fluctuating global markets, evolving environmental regulations, and the rapid pace of technological change. These challenges necessitate a proactive and collaborative approach to ensure that our industry not only survives but thrives in this dynamic landscape.

The Singapore Timber Association is dedicated to supporting our members through these transformative times. Some of our members is undergoing Job Development Partnership Program (JDPP) and our Industries Transformation Advisory (ITA) is working our members to help the business transform through automation and digitalisation.

STA also represents the interests of our members in discussions with government bodies such as JTC and regulatory agencies, ensuring that their voices are heard, and their concerns addressed.

In this dynamic landscape, The Source Book and Singapore Builders Directory 2024/2025 stands out as an essential reference connecting industry professionals with the best resources available. Our endorsement of this directory underscores our commitment to promoting excellence and innovation within the timber sector and build a sustainable and prosperous future in Singapore.
